Exceeding the Standard
The City of Benbrook participates in FEMA’s National Flood Insurance Program (NFIP), which sets nationwide standards for participating cities to ensure that new projects do not increase flood risk to neighboring properties. Every new development must provide certified engineering proof and undergo review & approval by multiple regulatory agencies before receiving construction permit approval.
Rowan Ranch is designed not only to meet these federal standards but also to comply with Benbrook’s ordinance, which raises the standard even further. These local requirements provide extra protection for residents, reduce risk, and help maintain eligibility for flood insurance discounts through FEMA’s Community Rating System (CRS).
Why It Matters
Floodplain improvements can make conditions better for existing and future homes, ease maintenance & Insurance costs, and support stronger neighborhoods. Rowan Ranch is improving the existing condition of Mary’s Creek as part of its development, at no cost to the public.
Safety by Design
Federal, state, and local laws require that projects in floodplains cannot increase flooding elsewhere. The key rule, FEMA’s “no adverse impact”, ensures developments protect nearby properties. Rowan Ranch’s plans for Mary’s Creek WILL EXCEED this requirement.
Unanimous Approval by Planning & Zoning (P&Z)
On July 10, the Planning & Zoning Commission reviewed Rowan Ranch’s zoning request, studies, and concept plans, and unanimously recommended approval.
